[FEATURE] Add user ping logging support to the pinglogger

Why do you want this feature? What is the problem? Currently the bot can only log role pings. Just for extra info it would be nice to be able to log user pings.

Describe the solution you'd like Make the bot check if the given id is a role and if not check if there is a user matching the id given in the loggableIds config entry.
