Changelog for 0.19 lacks information about breaking changes

The CHANGELOG.md file lacks information about breaking changes in the new 0.19 release.

In the changelog file: Mention that the breaking changes aren't listed explicitly and add a link to the migration guide in the docs.
Changelog is being generated automatically and i would prefer to keep it that way.
I do not know what solutions there are to automatically filter out braking changes

We should make sure to use it then in the future and I can change the generation for 0.20
