ParallelStartupTest is flaky in Windows

After some debugging it's become obvious that on Windows `ChronicleMapBuilder#commitChronicleMapReady` is not atomic. Thus concurrent read of `ChronicleMap` header may result in reading a wrong header size. See debug logs...
