feat: calculate respondToTask price

If we can calculate an aproximate or upper bound gas cost of respondToTask, we can send this more accurate value, either from batcher to BatcherPaymentService, or add the gas cost directly in BatcherPaymentService, so as to send an amount of gas for a batch's response
