feat: aggregator wait for receipt for 1 minute if not bump the fee

Description

  • This PR waits for the receipt for LowFeeMaxRetries x LowFeeSleepTime. Right now the values are set to LowFeeMaxRetries=25 and LowFeeSleepTime=35s.
  • This behavior can't be replicated in anvil, so it should be tested on testnet before merging.
