Metrics and penalties on operators malicious responses

We should have some way to detect, restrict and penalize operators for spamming both valid or invalid responses to the aggregator.

As a first step, we should be able to measure this behavior by having some metrics on the amount of responses provided by an operator, as well as the amount of them that are valid.
