Error: Failed to parse cross-reference sections

When opening some documents, the viewer cannot open them. Writes an error "Error: Failed to parse cross-reference sections". In this case, for example, Adobe can open such documents and resave after correcting the error. Has anyone encountered this problem?

cambridge_english_qualifications_schools_brochure.pdf I have the same issue with this file. I can open it with pdfjs viewer.
