feature request: extend Tooltip hover visibility duration and add a toggle

When I was first using this program, I found the length of time the tooltips were displayed annoyingly short for how lengthy some of them are. Maybe also please consider adding a tickbox in settings to disable their display entirely once users become familiar. Thanks

while it's techinically possible, it's quite a lot of effort to manage such a minor thing. I know those tooltips are a bit frustrating. However, approach which I have chosed to build UI now prevents me to do it easily. To make this change in a clean way - I will need to do a lot of prep work. Maybe... one day...
