What changes did you make?

Bumps the jest and jest-cli devDependencies from ^26.6.3 to the latest, ^30.0.2.

Is there anything you'd like reviewers to focus on?

Sending this as a draft as part of investigating as part of #265. I'm trying to figure out how to bump this package to the latest version of yeoman-generator per https://github.com/yeoman/generator-generator/issues/258#issuecomment-2612407880.
