hbloader doesn't work on 11.4

My 3ds is Old 11.4.0-37U. I already tried the method that download OLD 11.2.0-37U otherapp payload to the "hblauncherloader" folder on the SD card and rename it "OLD-11-4-0-37-USA.bin", but when I tried to access into Homebrew Launcher via CSW, it doesn't show the error screen but always gets crashed and returns to the homescreen immediatly again. not freezing but crash.

how do I fix this?
