freezes on blue screen when i try to boot up homebrew (11.3)

Do NOT ask about {supported system-versions} here for *hax payload, completely wrong place for that.

when I try to boot up homebrew on my n3ds it freezes on a blue screen heres the text:

I have the same problem with my New 3DS XL 11.3 EUR SysNand A9LH + Luma, the only thing that change is the color of the screen. Screenshot : https://imgur.com/OISQVP1

I tried with soundhax and it's the same problem.

EDIT : Everything is fine with my Old 3DS XL 11.3 EUR SysNand A9LH + Luma.

@livinlikelarry : I found the problem for me hope for you it's the same :

The boot.3dsx file was missing in my N3DS (don't know why it was deleted) Download again the starter kit from smealum site. And put the boot.3dsx file in your SD card (at the root) Now it works like a charm !

mine was stuck on blue not red, still didnt work thanks though
