0pdd does not see removed/new puzzles

In the last days, 0pdd did not take into account the removed or newly added puzzles.

The ARC said the problem was fixed, but today (23.05.2018) the problem occured again twice. I checked the repo's webhooks and the response from the webhook is 200 OK

@amihaiemil still an issue? Can you give an example/link? Try to push something to the repo, to double check.

@yegor256 Apparently, yes. I just did a push in https://github.com/amihaiemil/docker-java-api and the puzzles were not processed (e.g. 0pdd should have opened an issue for at least this puzzle -- there are probably more unprocessed puzzles, that's just an example).

Webhook response is 200 OK, which is strange:

@amihaiemil this seems to be a temporary issue on the GitHub API side. I'm not sure how we can prevent or fix that. Any ideas?

@amihaiemil @yegor256 I have similar issue #213 : 0pdd is able to close issue when puzzle removed, it only can't submit new issues (but I can see them in xml)

@yegor256 in my project 0pdd still keep silence. No new ticket, No comments... Last merged PR should add puzzle And nothind...
