No. Network should not be deleted as long as it contains any orderer node.
Network is not used now (if not using the sys chan). Will delete this type of resource.
After discussion, the solution should be: * All orgs need to register; * Existing orgs can add a member into it.
Using docker swarm feature is a better solution. Other potential way is like k8s.
