CLI: Not possible to specify the value of the ca-file option via an environment variable

Not in help and probably not implemented at all the possibility to specify the path to ca file via environment variable

Specifying the environment variable YDB_SSL_ROOT_CERTIFICATES_FILE (as in NodeJS SDK) did not give effect
