ydb Fix local-ydb logs and prevent dynamic pdisk filenames

Define YDB_PDISKS_DIRECTORY for preventing creating dynamic pdisk filenames
Ensure pdisk directory exists
Disable logs for version check
Truncate logs and format deploy logs
