add YDB_PUBLIC_HOST option to the all-in-one docker container

If option is set, YDB should return YDB_PUBLIC_HOST in discovery results and this will help users to launch containers available across multiple instances without modifying /etc/hosts file.

Also it's required to check if YDB_PUBLIC_HOST option is set to some ip address.
