Developer ticket: Implement "My Databases" Page #2975

@AlinaBelousovaUX because of the different ways we do authorization, we decided to divide all clusters (and databases) by environment. so, we would like to have "my databases" list grouped by environment, and we only could access list of "my databases" in an environment after click only (becase every click could initiate authentication proccess with redirect to 3rd-party site) examples of environment: "Cloud Prod" "Cloud Preprod" "Cloud Testing" "Yandex" "internal / no authorization"

in cloud EM installation we expect to have only 1 environment. in external EM installations we also expect to have only 1 environment.
