General Behavior. Contrast and color for people with low vision

We need to check the standard interface pages (and possibly some controls) for contrast, for color discrimination (talking about color blindness). We need to consider both themes: dark and light. Understand what we can do with the existing interface. Do we need a separate theme for people with vision problems?
