when I use the dependence like this:

 ext {
        buildToolsVersion = "28.0.3"
        minSdkVersion = 16
        compileSdkVersion = 28
        targetSdkVersion = 27
        supportLibVersion = "28.0.0"
    }

the project can`t build success.

here is the error from logcat
