[One failure on CI](https://github.com/ruby/rdoc/actions/runs/14809005724/job/41581337906?pr=1358) is caused by the Ruby installation. It seems like a temporary issue (re-run can recover?).

No strong opinion, but if many people complain about its false positives/negatives, it seems reasonable to remove the rule from the recommended set.
