[Tooling] Vs Code Setup & README Instructions

Adds:

  • Configuration files for Visual Studio Code for cross-platform development
    • Includes configuration for a Dev Container to create a standardized Linux development environment & ease future troubleshooting for all platforms
  • Minimize & standardize configuration work for prospective contributors
  • A vastly expanded readme w/ instructions for Windows, macOS, & Linux development using Visual Studio Code.

Note

None of the changes in this PR affect Windows development w/ Visual Studio.

I don't want to lose my progress on my Linux fix, so I'm just gonna push to this branch; I'll reopen this with a backed-up version of the current state of the remote repo tommorrow.

I've restored the prior state of the repo. To keep the changes isolated, this does not contain any bug fixes; that is confined to #13. If that is pulled first, I'll rewrite the readme to reflect the updated state of the Linux build; if this is pulled first, I'll update that branch and rewrite the readme there. If both are pulled beforehand, I'll rewrite the readme in a separate PR.
