Allow user to open a report in "Edit" mode from the directory view

Currently, from the directory view, when you click on a report, it navigates to the report and runs it. We should allow a user to open a report in "Edit" mode, so that the report does not have to be executed right away.

A pencil action button should work as a way to indicate the user wants to open the report in "Edit" mode.
