[Bug?]: Yarn Catalog does not support peerDependencies

Describe the bug

My use case for Yarn Catalogs was to use catalog: in peerDependencies, and when I tried to use catalog: like the docs mentioned was possible, it replaced catalog: with *.

Here is a minimal reproduction

  node: 22.19.0
  yarn: 4.10.3
