Limited naming

I mean this is an bug. It seems the keyword %NAME% is only used for counter naming, which is fully unexpectedly.[https://commons.wikimedia.org/w/index.php?title=User:Perhelion/gallery_OOjs_UI&diff=230369827&oldid=230367423] So the usage of this function is very limited (I've to usage another naming tool). It should be a trivial matter to fix this.
