WIP: SOIC Package and Generator

This PR adds an SOIC package drawing generator as well as several SOIC Packages

This of course still a WIP. I want to do the following before this PR is ready:

  • [ ] Add the SVG drawings
  • [ ] Improve the script to support generating multiple width packages
