Missing mouse bites with negative layout.hspace

Description
All mouse bites inside the panel on the left and right side of the PCBs are missing when specifying a negative layout.hspace. This is true for both --tabs 'type: annotation' and fixed.
Steps to Reproduce

This is a limitation of the current partition line building algorithm - and it boils down to https://github.com/yaqwsx/KiKit/issues/151. For your particular case with tightframe, it would be sufficient to specify the partition line as an offset of the board contours. This, however, doesn't work in the general case (e.g., with backbones)
