No, #42 seems to be limited to a contrast "style" (e.g. translation or expansion), while https://github.com/googlefonts/axisregistry/issues/3 is more general and just describes contrast amount regardless of which contrast axis (angle)...
FWIW, I think the win metrics are not supposed to get updated. We have a FB check that complains if members of a family don't share the same win metrics.
