Please explain what is is_validation

I am creating my own data set (csv) file and i am getting error when i have 0 validation items, even if it has at least 1 its seems fine. Could you please explain what is that validation for ? and how that validation were choose in your Amazon example feed , like its impossible to select 15% from 500k items manually. Thank You
