Write craypat page in Performance Tools.

Write Inspector page in Debug section.

Write Valgrind page in Debug Tools section.

Update and Write ARM section in Performance tools, as well as in Debug tools. Current CMS content: https://www.nrel.gov/hpc/eagle-software-arm.html

Review and update Jupyter section as needed. Include content that needs to be transferred from the CMS #302.
