Modsinform is invalidated when use resume

Version 4.2.4-patch1, the latest.

Describe the bug This bug is happened in Translation Function，that isnt based on English is translated. After using the mod as a game, use the "Resume" tap to enter again, the translations will be lost part and the mod added allicon will be lost too. The same bug also happens in "Start New Game" if the last option and mod have been saved.

"aren't loaded fully, the rules is still run" If use translateions without english(ofcourse,all json has written by eng), there bug is, then open game by clicking the 'resume' button or "Start New Game" but keep using the last setting which is a mod on. it took me a while to make a pic to explain this__process, i borrow one with a tanslate(PRC) to display: there is nothing wrong with itself, only reoccurrence 1.start a game and then back menu 2.click either one when in "Start New Game" just choose any one mod again problem away imm. 3.lets check pedia to find what lost oh, we lost all the translations and iconsPNG in the mod!! to be frank, it still work.
