Feature request: Move ".. random pool" setting to right area

Problem Description

Request is simple. On new game screen, move one setting from the left to the right.

[ Set available nations for random pool ] have been there from the start. But it's related to civ list(right area). There's already "Shuffle .." on top of the civ list. I see no problem moving another.

Remove ".. random pool" setting from advanced settings, and add on the right area instead.

@RobLoach Then let's make advanced setting on the right area. Game options have its own, map options have its own, then why don't we make another on civ list?

And btw, what is "advanced" setting? I really don't know. Shuffle civ order isn't advanced? Why is it there? It looks auxiliary for me. But it's on the top of the civ list. Unciv might would have many settings and options in future. However until then, i think we can add some 2~3 more settings on the right area.

That's a good point. Perhaps the "Shuffle Civ Order at Start" should be in the Advanced Settings on the left instead.

@RobLoach You and me agree that settings should go where it belongs to, but I'm afraid our detail is too different. "Set random pool" looks more relevant for right side than "shuffle civ order". I want at least "set random pool" goes to the right. How about changing their position?
