Documentation for FeatureFlag

There is no other way of understanding features in https://github.com/yahoo/fili/blob/master/fili-core/src/main/java/com/yahoo/bard/webservice/config/BardFeatureFlag.java unless they dive into the code base, which doesn't sound very user-friendly.

There should be a doc page that explains what each of these feature mean.
