Noob guide to configuration

Hi,

I tried to set quote-style="preserve" in myriads of ways but none seem to work. The readme just states "Other settings have the same configuration as ruff-vscode."

I'd like to use some settings in every project so Neovim configuration or Ruff cmdline argument would be my preferred options. What is the recommended approach? Please help my lost soul ^^

To be more concrete, my goal is to use a custom configuration file similar to ruff format --config /path/to/ruff.toml, or set options individually if possible.
