Rebased to resolve conflicts and kick fresh build tests. Removed M-waiting-for-distro as Squid-6 requirement for C++17 support mandates support for the C++11 functionality this requires.
Status update: The branch has been updated, based on latest v7. It builds. TODO: * testing that it works as intended.

@kinkie, you requested my review. But with the latest iteration of this I am waiting on confirmation that the mingw builds no longer need this compat code. IIRC squidclient.exe used...
IMO we have enough interest to keep it around, but not enough to waste our resources spending more time on this discussion. The shuffling (non-)change in this PR at least...
