Option to Limit "Level Failed"; Disable in Multi

Adds option to modprefs to limit the "Level Failed" display in no fail mode to not appear after the first time until either the song is restarted or the player skips to a different time in the song. Option is off by default so it won't affect players unless they want it to. Plugin will disable its functionality if it detects the multiplayer plugin installed and in active use
