Seems that reordering metaboxes in post does not keep the new order on next page load. But it's the same in `develop` and also in v1.7.

Before this PR, in both inline edit and edit post, autocomplete works for tag that are never been used. Now it does not suggest tags created from the "tag" page...

I think @mattyrob can check how this can be integrated into our build process.
