GDPR: Privacy settings

As a site admin, in order to comply with a GDPR data removal request, I should be able to choose a Privacy tab from Settings screen, which has the options:

1. Delete all records by a user (upon successful deletion, the administrator is prompted to automatically create a new Exclude rule for that user)

2. Export all records by a user

3. Checkbox to not record any IP Addresses
