Limit changelog for wp.org

Bug Report

The changelog section in readme.txt is being truncated on wp.org because it is too long.

As part of this, check the text shown in the readme.txt otherwise and make any edits as needed.

Expected Behavior

• it should not be truncated
• the entire changelog should be available in changelog.txt

Actual Behavior

• it is truncated

Steps to Reproduce the Problem

Only plugin authors and committers can see the notice but if you are one of those, there is a notice here on the plugin's page in the plugin repo.
