nb `nb open` not working on WSL

`nb open` not working on WSL

When using nb to open a bookmark on WSL, nb isn't sure what to do:

$ nb open 84
! nb doesn't know how to open URLs on your system.

A solution could be to use explorer.exe

$ explorer.exe https://github.com/xwmx/nb
