Connecting to RTSP Stream on Wifi Network without internet (Android)

I am currently working on an application to view an RTSP stream that a device is serving up on its own wifi network. I am able to connect to the wifi network, but since the wifi network does not have an internet connection, android tries to access the stream on mobile coverage and not over wifi. Is there any way to force the vlc player to use the wifi network?
