目前用户选择的插件默认都是独立出一个配置文件，该步骤可以根据用户的选择是独立或者合并在pkg内。

与用户交互过程中提示用户 Where do you prefer placing config for Babel, ESLint, etc.?让用户选择“In dedicated config files” or “In package.json”，根据选择去决定插件配置的合并或独立.
