在 commitlint 中添加验证本地 git 是否开启大小写敏感的规则

之前在对文件进行大小写的更改的时候，发现提交的时候似乎没有验证文件名大小写变更的规则，之后如果涉及到文件夹大小写的更改，如果没有配置的话git会检测不到大小写的变更，会导致比较繁琐的修复工作

在commitlint或者husky的地方添加相关的提交前验证规则即可，具体我还得去调研一下最佳实践
