I've just checked, it works on Windows with the latest stable version, just like yours.
When you set rotation around the object, rotation goes around the object. Click with the middle mouse button sets the center of the viewport. But **rotation goes around the object**.

The issue #14254 was created with the backtrace different from the one provided in here. Possibly, the issues are not related at all.
