Install Tool not accessable with Maintainer Password in v3.8.0

If maintainers wants to use the install tool from the backend, they can use their login password to access the install tool, but if I upgrade this extension to v3.8.0 this is no longer possible. We could still use the install tool password, but it is easier to use the maintainer password.

Our maintainers in TYPO3 must use the standard TYPO3 login (not using this extension (LDAP)) as they need to use 2FA.
