Seems you used 22.04 OpenNebula repos on some older Ubuntu maybe? What is the OS you are running?

I am not 100% sure it fits well into Terraform design but my intention is to be able to undeploy VM. I think it might be similar to [aws_ec2_instance_state](https://registry.terraform.io/providers/hashicorp/aws/latest/docs/resources/ec2_instance_state)
