@sil2100 sure, but https://github.com/canonical/netplan/commit/2952644faf15c3a06ccec228635609d7c813eda2 is compatibility mode and is good making netplan compatible with old consumers. But it would be nice for UC22 for consoleconf to use the optimal codepath...

for reasons unknown to me, ci has been changed to do `make init-upgrade` meaning it ignores the lock file....
Maybe we need to bump the action to the newer version which is now available https://github.com/opentofu/setup-opentofu/releases/tag/v1.0.2
Also affects Ubuntu, and blocks upgrading libdfp
