Data retention: Set data expiry of key packages based on their expiry time

Description should be sufficient.

Right now we set the expiry to 60 days. It should be based on when the key package expires.

Relates to https://github.com/xmtp/libxmtp/commit/26b1fe52aff414550e23a2a41b9a7d78b4069dad. MLS Service has a field, but it is set to 0. @neekolas do you remember the context?
