[V4 Performance] Scale Testing

Description:

Run scale tests for V4 - same tests as for the latency comp. Figure out how many requests/sec we can get through, sustained over a minute, for each of the operation types (read and write).

Blocked on https://github.com/xmtp/libxmtp/issues/2710 - can't make the database big enough for scale testing (when originator_envelope gets too large, query times out).
