Increase tx size limit in XMTP Network

This is being reviewed by the RPC provider engineering team.

The tx max size limit has to be scaled to a number that still allows the chain to have a good MPS rate.

Implemented the 212KB limit in testnet.

There's an on-going investigation / monitoring in testnet, aiming to cover:

  • error rate is not raised because of the tx mas size increase.
  • tx's are finalized in the expected time. Currently the time to finalize (wait for tx using go-ethereum) takes 2-3 seconds, which seems way higher compared to the block time.

After this has been investigated the changes will be applied to mainnet.
