[V4 Performance] Local Longevity Test - Heavy Load

Description:
Setup local longevity test with a moderate/heavy level of constant load. Ideally we'd want to have the clientside metrics enabled here and reporting to Grafana so we can see the system behavior over time. Otherwise, hack something together with scripts. The idea is to visualize the system state and client experience over time and see if any red flags come up that we should address before the launch. If we do find some red flags that we want to address, we can repurpose the test rig to run something with an initial projected user load instead. Otherwise, just keep the thing running until it falls over!
